ACEC Steering Committee Member Samsung Electronics Signs Vietnam’s First DPPA Under the Through-National-Grid Model
HANOI, VIETNAM – June 1st, 2026 – Samsung Electronics, an ACEC Steering Committee member, has signed Vietnam’s first Direct Power Purchase Agreement (DPPA) transaction under the through national grid model. This marks a meaningful step from policy into real market implementation.
The agreement is supported by the Duc Hue 2 Solar Power Project, developed by TTC Duc Hue – Long An Power Joint Stock Company (GEC), adding new renewable energy capacity to Vietnam’s national grid. The facility reached its Commercial Operation Date (COD) in May 2026.
This first DPPA transaction reflects the successful initial implementation of Vietnam’s DPPA mechanism, enabling corporate demand to support new renewable energy capacity while contributing to the development of the national power system. It represents a meaningful step in moving from policy design towards practical market application.
More broadly, the transaction reflects continued progress in implementing Vietnam’s DPPA framework and highlights the value of constructive public–private collaboration. By enabling corporate demand to support new renewable energy capacity while contributing to the development of the national power system, it represents a fruitful outcome for all stakeholders.
ACEC has engaged throughout the development of the DPPA framework, from prior to the issuance of Decree 80/2024/NĐ-CP (later replaced by Decree 57/2025/NĐ-CP), through to its implementation, working alongside stakeholders across government, industry, and ecosystem partners. We are encouraged to see the mechanism now taking shape in practice. ACEC remains committed to continuing its engagement on DPPA and broader corporate procurement across Vietnam and Asia, ensuring that our work remains informed by practical market experience and responsive to both public and private sector needs as the market continues to take shape.
